Base inlet and valve port are different fields. Do not mix valve sizes on one base without confirmation. Overall dimensions with 3A and 3V valves differ.

Yes. The official 3A catalogue lists 100M for 3A100 and uses the base code 3V100M. Compare the valve model, main ports, pilot connections and installed clearance with the 3A assembly drawing.
Is a blank-plate kit a complete base?
No. P-3V100M-R2 contains a blank plate and screws. Manifold kits contain the manifold, seal and screws. Specify the required contents for occupied and unused stations.
